Confab: Committee Back Additional State For South-EastAmina Alhassan,Bode Gbadebo,JOEDudun— July 3, 2014As deliberations continue on the report of the Standing Committee onRestructuring and Forms of Government at the ongoing NationalConference yesterday, the twin issues of state creation and local government administration got the attention of most delegates who spoke at plenary.Recall that top among the recommendations of the committee is the issue of creating of an additional state for the South-East geopolitical zone in order to place it on the same level with other zones in the country.Out of the six zones in the country, only the South-East has five states asits component. All others have six states except the North-West which has seven states. The recommendation for the additional state enjoyed the acceptance of delegates.The committee while presenting its report on Tuesday had explained that its mandate was primarily to examine the extant structure and forms of governments in the contextof the peculiar circumstances of Nigeria’s diverse and multi-ethnic composition.On state creation, beside the automatic approval of one for the South-East zone, the committee said other pending requests should be treated on merit, adding they must be backed by evidence of viability of the proposed state in terms of economic potentials, human, naturaland material resources as well as minimum land and water mass.The proposed state, according to the committee, must have cultural and historical antecedents with strong cultural affinity amongst its population while the component should be contiguous.In addition, the committee insisted that for any new state to be created, such a new state must have a minimum population of one million persons.Meanwhile, in its examination of current Nigeria’s political structure, the committee recommended a proper federal system with a central government in place and the states of the federation constituting the federating units.
