Current wildlife practices manage wolves according to overall species population numbers, rather than individuals or packs. But even when you have a biologically sustainable population of wolves, the killing of wolves can still disrupt their society and destabilizes the pack. This was observed by scientists studying Yellowstone wolves who had wandered out of the park in 2012/2013 and were shot during that years wolf hunt. It was found that hunting these wolves outside the park, affected their behavior inside the park. Congressman Peter DeFazio of Oregon, recently wrote to Sally Jewell requesting a wolf buffer zone surround Yellowstone, so that wolves that leave the immediate safety of the park, also have some protection.
