Dear All, The final GMI Research Seminar of the 2013-14 series will take place on Wednesday 2nd April 2014 and is open to members of the public, staff and students. Speaker Yifan Liao, Greenwich Maritime Institute China’s Ship Recycling Governance in the Global Regulatory Context Ship recycling is the most sustainable way for final disposal of defunct ships. However, if not properly regulated, it can be hazardous to the environment and workers’ health and safety. Among the major ship recycling countries, China is the only one that expressly prohibits the rudimentary beaching method in ship dismantling operations. Meanwhile, China controls a huge volume of operational tonnage and the most productive shipbuilding facilities in the world. Therefore China will be able to play a leading role in the global ship recycling governance. In particular, new regulatory initiatives adopted by the industrialised countries in the recent years will not be successful without China’s participation. On the other hand, China’s ship recycling industry needs technical, commercial and regulatory supports extended by the international maritime community to continue its ship recycling activities in a safe and environmentally sound manner. Constructive interactions between China and other maritime stakeholders will be decisively essential for the future of enforcement of ship recycling regulations. Yifan Liao obtained his B.Sc. in shipping management and LL.M. in Admiralty from Dalian Maritime University in the 1990s. He is currently a PhD student in GMI. He had been working in the shipping industry for 17 years before he became a maritime lawyer in 2009. He is an arbitrator and a senior maritime economist in China. Yifan has extensive experiences in ship agency, ship broking, container feeder services, multimodal transport and port development. He had participated in a variety of law and policy research projects that eventually rationalised China’s shipping governance. His research interests cover the lifespan of ships “from cradle to grave” and sustainable port development.
