Department of Labor & Industrial Relations Job Opportunity Personnel Analyst I-II This is specialized, mid-level professional work in human resources and payroll areas within the Missouri Department of Labor and Industrial Relations, Human Resources Section, in Jefferson City, Missouri. The following tasks are the responsibility of the Personnel Analyst I-II: • Performs independent functions requiring the application of expertise relating to human resources and payroll. • Assists in hiring activities including reviewing hiring recommendations for qualifications, appointment type, and salary; processing background checks, and ensuring that appointments made from merit certificates are in compliance with State regulations. • Reviews Position Description Forms and classification questionnaires ensuring proper completion, making allocation determinations, and preparing written justification for determinations. • Responds to a variety of personnel, payroll, and benefits questions. • Reviews for accuracy and approves employee personnel actions in SAM II HR payroll system and submitted within set deadlines. • Extensive use of the SAM II HR payroll system including developing reports from the data warehouse and analyzing data. • Oversees accurate and timely preparation and processing of a variety of payroll transactions and related documents. • Generates personnel and payroll information reports and verifies accuracy. • Exercises independent judgment and action in the performance of duties under general supervision. • Serves as the back-up to the agency FMLA Administrator. • Serves as the agency Perform Administrator. • Serves as a Human Resources Representative on interview teams. • Supervises the personnel/payroll staff in the Personnel Officer’s absence. KNOWLEDGE, SKILLS, AND ABILITIES: • Intermediate knowledge of federal and state statutes, regulations, rules, policies, and procedures such as Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), and Americans with Disabilities Act (ADA). • Intermediate knowledge of the principles and practices of human resources/personnel administration including methods and techniques for position classification, compensation, recruitment, and selection. • Intermediate knowledge of computer applications used for personnel, payroll, and leave transactions. • Ability to complete assignments accurately within specified timeframes. • Ability to gather, correlate, and analyze facts and develop recommendations and/or solutions. • Ability to establish and maintain effective working relationships with agency employees, management, other personnel offices, and the general public. • Ability to communicate effectively.
