Des Moines Register article over education reform: State Sen. Mark Chelgren, R-Ottumwa, said he’s not sold on the teacher leadership model of school improvement. The lawmaker voted against the bill because he didn’t think the legislation had enough teeth to truly bring education reform to Iowa. Instead, he had backed a failed amendment for a voucher program modeled after a system recently adopted in Arizona. “I think we do a tremendous disservice to families by requiring them to go to a school system that may be failing,” Chelgren said. “You don’t really see true reform and true improvement in school districts unless there’s some sort of risk of losing funding based on performance.”
