Desterio Okumu speaks! “HON. JUSTIN MUTOBERA SHOULD STOP BEING INSENSITIVE AND CHILDISH I believe in the policy of reciprocity and mutual consultations on matters so pertinent to our people with full understanding that divergent of opinion, perspective and in extreme cases outright disagreement on issues is bound to happen as people discourse. And when such happens, an alternative route is sort for the bottom line being getting a formidable concrete resolution on the same. When I penned here articles on the shs200M by County Government of Kakamega intended to pay Mumias sugar farmers which I have raised issues I consider so pertinent, my sole objective was to get the record straight as to whether or not the money reached the intended farmers notwithstanding matters of due diligent, adherence to procurement and disposal act regulation and consideration of the dictates of Financial management Act 2012. That’s all. So far I have not been answered satisfactorily and already I am seeking an alternative means to get clear answers for this are public funds. I am happy the County Assembly PAC and Budget Committee have picked up the matter and are interrogating the same. WHEREFORE, I find it callous, reckless, uncalled for and lethargic constant remarks attributed to Hon. Justin Makari Mutobera who is a strategic and governance advisor in the office of the Deputy Governor kakamega County that I am making noise over this shs200M saga because I am a broker who wants to get money from the Governor!! This is stooping so low to the extent of bringing disrepute to the honorable office of the governor in which he serves!! Mr. Justin Mutobera should know for a fact that times have changed and days when government dealings were done in secrecy are long gone by the promulgation of the Constitution of Kenya 2010. Specifically article 35 of the constitution give every citizen express right to access information held by the state. Hence I consider myself perfectly in order to demand answers as to the shs.200M. On whether I am a broker or not, I would candidly come to that as and when Hon. Justin Makari Mutobera strategy and governance adviser in the office of the Deputy Governor will have addressed himself as to the following: 1.He runs an NGO by name SAIPPEH and I applaud the good work it is doing in promoting education in this part of the republic of Kenya. Nonetheless can he demonstrate transparency by publishing the proposals he sends to donors specifically fees budget per child, the donor funding receipt statement and the corresponding beneficiary child actual fees payments as supported by respective school receipts; 2.When he organized a football match in conjunction with MSC when brazillian old team came touring Mumias, is he able to do a statement of the funds generated vis a viz the expenditure and charity work the surplus went to; 3.When he organized a funds drive for Mumias terminal stage boys popularly known as ‘makanga’ in which the now Deputy President Hon. William Ruto attended and gave hsh.400,000, Hon. Cyrus Jirongo gave shs200,000 with a host of other dignitaries raising well over shs1.2M, can he demonstrate the existing project that money was put into; 4.In the run up to 2013 general elections Hon. Cyrus Jirongo had a meeting at Golf Hotel where Justin happened to be the Convener and Hon. Cyrus Jirongo handed over to him shs1M. Can he come clear on what led to a stampede in which he could have been badly injured? 5.At the height of the shs200M saga, why was Hon. Justin Mutobera holding meetings with selected persons in which he could give a stipend ranging from shs300 to shs500. What was the purpose of this inducement and from which vote head was this cash coming from? None of us I included can claim saint status, thus I had sort to share with my brother Justin Mutobera on why he is stooping this low but my frantic calls and sms to him went unanswered. Needless to say, my brother Justin Mutobera is Johnny come late to ODM family after touring a record more than four parties in six months prior to 2013 general elections. Thus when he ascends to the pedestal of power and begins dinning with the king he should not quickly brand the very persons well known to him as brokers. His Excellency Governor Wycliffe Ambtesa Oparanya is a friend just like he is to many people thus it is ridiculous for one to claim that the only time I seek his Excellency’s attention is when I want money. I have visited Governor Oparanya’s office a few times, and other times we meet at social places and my mind is very clear and Governor Oparanya can attest to it that at no instance have I ever requested financial assistance of any kind from him. As such I find these statements attributed to hon. Justin Mutobera as unfortunate and meant to injure my reputation which I have and still work so hard to protect. I would implore my brother Justin Mutobera to concentrate on his key role in execution of the duties given to him by His Excellency Governor Wycliffe Ambetsa Oparanya but not to purport to own him for when election time comes Governor Oparanya would be seeking every single vote. I remain steadfast in my quest to see to it that the saga surrounding shs200M is brought to a logical conclusion and that the money indeed reached the intended farmers. If I were in Hon. Justin Mutobera’s position as an advisor, and clear in my mind that the shs200M deal is above board, I would have simply advised the Governor to distribute the lists of the over 7000farmers paid to respective field offices and make it available to the members of the public so that the matter is put to rest but not this musical chairs and name calling that does not befit persons of our caliber. I endeavor to stand for justice, equity, transparency and affirm to the dictates of democracy. At the service of honorable members of the public. With thanks. Desterio W. Okumu
