My guidelines here are to keep it at about 30 cards per player, with an average cost just above 4. I keep equal parts Villains, Heroes, Equipment, and (Locations + Superpowers). I use 24 Kicks and 40 Weaknesses in the average 5 player game, with the following 150 card cube (average card cost 4.14).
