Duke Energy is raising their rates and a new connect fee... Duke Energy Charging New Connect Fee Duke Energy, which provides service to 3.2 million customers in North Carolina, recently began charging a new connect fee. The $15 fee will be charged for each newly activated electric account, for residential and non-residential customers, and is nonrefundable. This is in addition to a planned Duke Energy rate increase, which the North Carolina Utilities Commission authorized in September and North Carolina Attorney General Roy Cooper is appealing. NCAR Government Affairs staff has reached out to Duke Energy for further explanation on their change in policy and will work with them and the Utilities Commission to address member concerns.
