EDUCATION TRANSFORMATION AGENDA The Human Capital Transformation Agenda covers all the areas that have to do with Human Capital development policies, programmes and projects to ensure the growth and development of its human resources. This involve the development of its human capital at all the levels of the economy. 1: Access and Equity 2: Standards and Quality Assurance 3: Technical and Vocational Education & Training. 4: Funding and resource mobilization. During its implementation, the undermentioned two areas were added, i.e. namely: 5: Strengthening Institutional management of Education 6: Teachers Education and Development. To actualize these, the government took the following steps: Access & Equity: • 12 new federal universities have been established in the country to ensure that all the states of the country have a federal university • Retirement age of professors were raised from 65 years to 70 years to provide more knowledge to the students • During the crisis of the University of Abuja in 2012,the president directed that all unqualified students foistered on the university by politicians be immediately sent packing • Government allocated the sum of #1.5Trillion to 14Universities in the 6geo-political zones of the country • The Almajiri Educational/schools establishment in all Parts of this country which involved the establishment of 102 model schools for almajiris was aimed at removing a minimum of 9million children from the streets and make them to become better and formally trained citizens • Girl educational school establishment also consumed the sum of #2Billion.This is to encourage the girl-child education in the north. • 1st ever presidential scholarship award started after 2009 Technical & Vocational Education: Total TVET institutes before 2009 is 37 but increased to 85 in this government Sure-P established to train unemployed youths for integration into work places Standard and Quality Assurance: • Established National Commission for quality assurance • Procure 20vehicles for inspection in states • Upgrade of 24 Tertiary school at #54.9Billion • 104buses procured for federal unity schools • E-learning initiatives implemented in 104FUCs and 37federal tertiary institutions with at least 1 per state. • 1st ever e-learning university program in 4Universities(University of Uyo, University of Maiduguri, Usman Danfodio University in Sokoto& National Open University)commences in 2014. Funding & Resource Mobilization In addition to the money spent on the above, the government also incurred the following expenses. • Government had its first meeting with ASUU to resolve the lingering issue between government and ASUU with the intention to find a long and permanent solution to all the issues that always resort to persistent lecturers’ strikes in the country. In view of this, it signed an agreement with ASUU to revamp and reposition the Universities with a #100Billion funding to be increased by the same amount yearly for a period of 3years which has been executed. • Additionally, grants such as #5Billion each were given to UNN and to University of Port Harcourt among others to fund its academic activities. • #15Billion was released to 51 public polytechnics across the country to rehabilitate their laboratories or construct new ones. • State access to Ube funds rose from less than 50% in 2009 to 85% as at 2011 • ETF beneficiary funds rose from #30Billion before 2009 to #70Billion in 2010. Strengthening Institutional Management & Teachers Education/Development. Provision for housing scheme to teachers Increase in salaries to 27.5% as at 2013.
