Elizabeth Duncan Koontz (June 3, 1919 - January 6, 1989) was an African-American educator and former leader of the Association of Classroom Teachers and National Education Association. In 1968, she became the first black president of the National Education Association. In 1969, she was appointed by Richard Nixon as an advisor to the United States Secretary of Labor. She also served as head of the Womens Bureau.
