Europe and the world: Latin America and the Caribbean The Strategic Partnership between the EU and the countries of Latin America and the Caribbean (LAC) was founded in Rio de Janeiro in 1999. Due to the financial crisis and the emerging of China as a new global actor both partners have shown more interest in forging trade and investment relations with with China and the Asian-Pacific region than with each other. Therefore the EU’s relations with Latin America are often formed on a sub-regional or bilateral level. The EU has however remained the region’s major investor. To strengthen the relations between the EU and Latin America once again, biennially summits have been established. The first EU-Community of Latin-American and Caribbean States summit was held in Santiago, Chile in January 2013. The next one will take place in Brussels in 2015.
