Even The Economist is clueless. Bangladesh labor is treated horribly because Bangladesh is massively over-regulated. The building at which the tragedy took place was built illegally. In part this is due to the fact that on average it takes more than 200 days to get a construction permit in Bangladesh. In countries around the world, including the U.S., there is evidence that when governments make red tape too onerous, much of the economy takes place outside the law. An international labor organizaton study from 2010 notes that while Bangladeshi labor law is "fairly comprehensive and progressive," 80% of employment takes place outside the law, and even for those employees who are "officially employed" compliance is almost non-existant.
