Fast of Arafaah – according to Makkah or my country? Reply by Shiekh Ibn al-Uthaymeen Rahimahullah Question: If the day of Arafah varies due to difference in the sighting of the Hilaal in various regions,do we fast according to the sighting of the country, in which we are (living) or do we follow the sighting of al-Haramain? Answer : Shaikh Ibn al-Uthaimeen (rahimahullah) said after mentioning that there is a difference of opinion amongst the people of knowledge as to whether Hilaal (i.e, moon-sighting) is the same for the whole world or it varies according to difference in regions. “The CORRECT OPINION is that the Hilaal (i.e., moon-sighting) varies according to whether the moon is sighted. For example,if the moon was sighted in Makkah, and (accordingly,) today is the 9th day (of Dhul-Hijjah) in Makkah.But elsewhere, the moon was sighted one day BEFORE Makkah,and so accordingly, today is the 10th day of Dhul-Hijjah for them. So (in this case), it is NOT permissible for them to fast today– because it is the day of Eid (for them). If it is such that the sighting of the moon was DELAYED (by one day),and today when it is the 9th day (of Dhul-Hijjah) in Makkah, it is 8th day of DHul-Hijjah for them – so, accordingly,they will fast their 9th day (i.e., the 9th day) according to their region– which will be 10th day (of Dhul-Hijjah) in Makkah. This is the MOST CORRECT opinion,because the Prophet (sallallahu alaihi wasallam) said,”Fast when you see it (the new moon), and stop fasting when you see it (the new moon).” [Agreed upon] Those people, in whose region the moon is not sighted, they did NOT see the moon. Just like, there is an Ijma (consensus) that the dawn and sunset is in accordance with every region – similarly, the months will be (calculated) like the daily timings.” Majmoo Fatawa wa-Rasaail, vol. 20, Question no: 504
