Commissioners, We appreciate the willingness on the part of JW Homes to work with members of the community to address our concerns about the new subdivision proposed for land surrounding the corner Paul Samuel Rd. and Acworth- Due West Rd. The new site plan presented to members of our community reflected some of the concerns that the community was opposed to; including a marginal decrease in the number of homes and an undisturbed buffer around select properties where residents had concerns. Having said this, we are still very concerned with the density and intensity of the proposal. While the new site plan has reduced the number of homes from a proposed 195 to 183 homes, the resulting increased density of the overall property (1.83 upa) is still not in character and keeping with the existing community which is at an estimated 1.25 upa. Many lots are 10,000 square feet, with a significant number of the lots unable to have direct access to and views of open space, contrary to the purpose and intent of the OSC district overlay. This design is hardly in keeping with the spirit of Very Low Density Residential (VLDR). In addition, the property is currently zoned R-30 and R-20; we continue to ask to see a responsible site plan that reflects this current zoning. While the Board of Commissioners may not have direct control over issues that affect traffic and schools, these issues are still intrinsically related to the allowed development of a region. Voters in this community are very concerned that rezoning this parcel would allow increased density and intensity without regard to the impacts upon roads and schools. It is a factor that greatly impacts the existing community and the character and keeping of an area. It also is of great importance to families in our community who face increased traffic (with no potential new road improvements for at least 10 years from SPLOST projects, let alone the schools) and because of factors like School of Choice in CCSD, may see their children in overcrowded schools. Bridges designed for this community will be considered public roads, which means the County will be responsible for maintaining them. The proposed 183 homes, even with SPLOST spending, will not pay for repair/maintenance over the life time of the bridges’ structure. Further, there are documented flooding issues behind a number of homes in West Pointe subdivision, when the creek swells to approximately 50 ft. across. In addition, we have found a serious omission from the CCSD Ten Year Student Population Projections by Residence, Fall 2014-2023 that the developer referenced. The study, which was released just two month ago, is including only known developments -- a rather short-term view in the context of a 10-year study. It assumes that very little new home construction will be built after 2015 and does not even count the R-46 application development. Thus, how can informed decisions be made based on this study? For example, the study’s projected resident students in the 2014 school year already underestimates the number of students at Bullard Elementary by 149 and Due West Elementary by approximately 80 students. We certainly hope the Planning Commission and the Board of Commissioners considers all of these concerns as they affect their constituents who live in West Cobb. We want to reiterate that we are not against development, but we would like to see planned, thoughtful development for West Cobb county that maintains the character of the community that originally attracted your constituents who have already built their lives here.
