From Meteorologist Don Paul: Category 2 Arthur will make landfall at Cape Lookout NC (SW of primary Outer Banks) at about 12am. Top winds are 100 mph, and its hitting at high tide...which adds to the storm surge impact. Storm is moving at 18 mph and will accelerate to the NE. Significant impact on mainland shore and, especially, the Outer Banks...bad timing with the high tide. As of about 10:30, NOAAs automated site at Cape Lookout had sustained winds of 71 with a gust to 84 mph.
