Global Health Fellows Program II Technical Advisor III/IV: Senior Research and Evaluation Advisor Technical Leadership and Research Division, Office of HIV/AIDS, Bureau for Global Health, United States Agency for International Development Location: Washington, DC Assignment: Two year fellowship GHFP-II-P2-096 The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-IIs goal is to improve the effectiveness of USAID health programs by addressing the Agencys immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available. Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agencys ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health. BACKGROUND: TheUS Agency for International Development (USAID) has been, and continues to be, at the forefront of the US Government (USG) response in the fight against the HIV and AIDS pandemic, funding over $6 billion since the inception of its international program in 1986, with HIV and AIDS programs in nearly 100 countries worldwide. The Agency is also a key partner in the Presidents Emergency Plan for AIDS Relief (PEPFAR), the largest commitment by any nation for an international health initiative dedicated to a single disease - a $40 billion multifaceted approach to combating the disease in more than 120 countries around the world. The Office of HIV and AIDS (OHA) in USAIDs Bureau for Global Health (GH) provides global technical leadership for the Agency and has primary responsibility for leading the Agencys efforts within PEPFAR. This includes providing technical leadership on a full range of issues related to HIV and AIDS prevention, care, and treatment; managing numerous research and field support programs; and monitoring the impact of the Agencys HIV and AIDS programs. INTRODUCTION: The Senior Research and Evaluation Advisor (Senior Advisor) will serve as a key member of the Research Team in OHAs Division of Technical Leadership and Research (TLR). The TLR Division provides technical and programmatic guidance on the state-of-the art programs for HIV prevention, care, and treatment as well as the application of related research into effective interventions and policies. The Senior Advisor will provide guidance to USAID, field missions, host governments, and implementing partners in research and evaluation activities as part of implementation of evidence-based HIV and AIDS programs. This position will be of high visibility and impact within and outside of USAID and the USG, with the Senior Advisor participating in interagency and international fora and interacting at a high level with multilaterals, host country ministers of health, and other senior leaders. The Senior Advisor will function as a subject matter expert, providing guidance as part of a multidisciplinary team. The Senior Advisor will also work with OHA staff on HIV and AIDS prevention, care, treatment, other HIV and AIDS services, and relevant interagency USG Technical Working Groups (TWGs) which provide leadership within PEPFAR. Technical and programmatic guidance for this position will be provided by the TLR Divisions Team Leader for Research. ROLES AND RESPONSIBILITIES: The Senior Advisor will be responsible for leading and providing guidance for the application of empirical data and complex analytical approaches to HIV and AIDS programming and policy challenges in resource-challenged settings. Specific responsibilities include: A. Provide technical leadership and support to implementation and biomedical research activities within USAID and PEPFAR programs: Serving as technical advisor to centrally-funded programs covering priority HIV and AIDS implementation science and biomedical research issues in PEPFAR. Overseeing the analysis, synthesis, and dissemination of key findings from epidemiological data, modeling literature and implementation research relevant to international HIV and AIDS programs. Preparing and delivering presentations, reference materials, policy papers and reports on implementation research and programmatic topics relating to HIV and AIDS at high-level USG and international fora. Publishing in peer-reviewed journals. Maintaining up-to-date knowledge of survey and surveillance data, epidemiological literature, biomedical research, and implementation research relevant to HIV and AIDS and related programmatic applications. Participating in high-level technical consultations, committees and advisory groups. B. Enhance the application of implementation and biomedical research in USAID/USG HIV and AIDS program and policies: Overseeing the identification and analysis of key HIV and AIDS implementation science and biomedical research issues and advising on priority research program areas. Contributing to epidemiological reviews, analyses, and interpretation of survey, surveillance, and implementation research data to monitor and identify results of various HIV and AIDS prevention, care and treatment programs. Participating to epidemiological and statistical design, methods and theories in designing studies to evaluate various HIV and AIDS intervention strategies. Staying up-to-date on epidemiological and implementation research data that it is adequately utilized at the headquarters and in country-specific strategic planning processes. Keeping up with USG strategic approaches and programmatic guidance are in line with epidemiological needs and program goals. Providing technical guidance to USAID and USG country teams on HIV and AIDS implementation research, including appropriate monitoring and evaluation methods and strategies, to guide the development and refinement of HIV and AIDS programs. Reviewing of research and program evaluation proposals and protocols for appropriateness of research topic, study design and statistical analysis plan. Providing technical guidance for USAID missions and USG teams on implementation research, epidemiological studies, and cost-effectiveness analyses. Assessing of research priorities relevant to programmatic goals, developing methods to address key research and monitoring scientific progress. Analyzing, reviewing and interpreting country program results, developing and reviewing of reports and technical publications. C. Function as a key member and senior technical resource for the OHA/TLR Research team: Guiding research, technical and programmatic capabilities to promote the activities of OHA. Providing expert guidance for activities undertaken by the PEPFAR TWGs. Level IV A Senior Advisor at the Level IV will further be responsible for: Leading epidemiological reviews, analyses, and interpretation of survey, surveillance, and implementation research data to monitor and identify results of various HIV and AIDS prevention, care and treatment programs. Leading epidemiological and statistical design, methods and theories in designing studies to evaluate various HIV and AIDS intervention strategies. Leading the review of research and program evaluation proposals and protocols for appropriateness of research topic, study design and statistical analysis plan. Leading the assessment of research priorities relevant to programmatic goals, develop methods to address key research and monitor scientific progress. Leading the analysis, review and interpretation of country program results, and development and review of reports and technical publications. Acting as influencer with USAID and USG organizational units, implementing partners, donors, and international normative bodies in HIV and AIDS policy development and program coordination. International travel approximately 20%. Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Senior Advisors own interests. Training and Professional Development Keeping abreast of literature and latest developments in HIV and AIDS implementation science research, survey and surveillance data, epidemiological literature, and biomedical research. Deepening knowledge of empirical data and complex analytical approaches to HIV and AIDS programming. Participating in interagency and intra-agency working groups as appropriate to SOW. Participating in professional continuing education and skills training within the purview of GHFP-II. REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE: Masters degree in epidemiology, statistics, biological sciences, demography, social sciences, international health or a related field. Doctoral degree desired. Experience in health program monitoring and evaluation and the analysis of survey, surveillance or clinical trial data. Knowledge of principles, methods, theories and procedures of epidemiology and statistics, including research design, statistical analysis, and causal inference. Knowledge of principles and practices of behavioral and biomedical research as applied to HIV and AIDS epidemiology, prevention, care and treatment. Familiarity with a variety of HIV and AIDS research and analytical approaches including randomized clinical and community studies and health systems interventions. Demonstrated experience in task-oriented team coordination. Demonstrated ability to deal with rapidly evolving problems that have an impact on major program and team management. Excellent written and interpersonal communication skills. A track record of peer-reviewed publications. Demonstrated flexibility and openness in responding to changing work priorities and environment. Ability to travel internationally. US Citizenship or US Permanent Residency required. In addition to the above, the position requires the following at each level: Technical Advisor III Minimum ten (10) years experience working in public health, preferably HIV and AIDS, with at least 3-5 years experience working for research projects in international or resource challenged settings, with a strong track record of professional achievements. Technical Advisor IV Minimum fifteen (15) years of progressively responsible experience working in public health, preferably HIV and AIDS, with at least five (5) years experience working for research projects in international or resource challenged settings with a strong track record of professional achievements.
