Global Health Fellows Program II Technical Advisor Level III/IV: Senior Neglected Tropical Diseases Medical and Research Advisor Infectious Diseases Division, Office of Health, Infectious Diseases, and Nutrition, Bureau for Global Health, United States Agency for International Development Location: Washington, DC Assignment: Two year fellowship GHFP-II-P3-098 The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-IIs goal is to improve the effectiveness of USAID health programs by addressing the Agencys immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available. Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agencys ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health. BACKGROUND: The USAID Neglected Tropical Diseases (NTD) program works in 24 countries and the total annual Agency NTD budget is approximately $89 million. INTRODUCTION: The Senior NTD Medical and Research Advisor (Senior Advisor) will serve in the Infectious Diseases Division (ID) of the Office of Health, Infectious Diseases and Nutrition (HIDN) in the Bureau for Global Health (GH). The Senior Advisor will provide leadership to USAIDs NTD research agenda and the clinical morbidity management aspects of the NTD Program. S/he will assist USAID to develop and implement programs and activities that focus specifically on introduction and implementation of morbidity management activities to manage disabilities related to NTDs. The Senior Advisor will provide technical assistance to encourage the effective uptake of sound and innovative approaches for the management of NTDs in USAID-funded country programs. S/he will participate in strategic programming of USAIDs NTD investments in morbidity management; high level policy dialogue; and provide technical assistance to USAIDs NTD countries in the design, implementation, and evaluation of morbidity management activities. The Senior Advisor will assist with identifying research questions within the USAID NTD portfolio and follow research investments. S/he will also participate in global and regional technical working groups and other task forces as appropriate. The USAID/Washington NTD Team is comprised of eight technical advisors. The Senior Advisor will work closely with these NTD technical advisors and health staff in GH and USAID missions. The Senior Advisor will receive day to day guidance from the NTD team leader. ROLES AND RESPONSIBILITIES: The Senior Advisor is responsible for: Providing technical assistance to USAID on policy and implementation related to NTD morbidity and clinical management at the global level. Providing senior level strategic guidance and expertise, including assisting with the preparation and/or review of strategies and program plans to address policy issues at the global level. Providing strategic guidance and expertise at the global level on research issues. Assisting in the analysis of data and other information to inform USAIDs NTD programming. Serving as a NTD subject matter expert to USAID and its partners. Preparing and presenting technical presentations at global, regional and country meetings and workshops as appropriate. Reviewing and synthesizing information about USAID programs, introducing new NTD activities, and recommending adjustments in program direction as needed. Assessing current medical and public health literature, clinical and international guidelines, and providing recommendations to USAID regarding the application of this information to USAIDs technical and strategic approaches. Contributing to the routine work of the NTD Team, including providing technical updates, briefers and other documents that describe USAIDs NTD activities, research and progress; preparing portfolio reviews and reports; reviewing documents such as annual reports and operational plans; and preparing responses to Q&As and other requests for information. Providing technical assistance to USAID on program introduction and implementation related to NTD morbidity and clinical management at the country level. Assisting countries in developing their capacity to plan NTD clinical and morbidity management activities. Assisting international and local partners at the country level to support clinical and morbidity management activities. Assisting facilities and providers to implement clinical and morbidity management activities in USAID countries. Providing technical advice to ensure that country programs are consistent with current medical practice, international standards and recommendations. Contributing medical and public health expertise and participating in working groups and task forces (that focus on NTD research and innovation) convened at the country level. Level IV A Senior Advisor at the Level IV will further be responsible for: Providing technical assistance to USAID on the NTD research agenda. Reviewing and synthesizing information about USAID programs, to identify operational research priorities and make recommendations for research investment. Monitoring and guiding USAIDs NTD research agenda and investments. Providing senior level strategic guidance and expertise, including assisting with the preparation and/or review of strategies and plans to address research needs at the global level. Follow global research developments and provide recommendations to USAID regarding the application of this information to USAIDs technical and strategic approaches. Training and Professional Development: Keeping current on the latest literature, reports and international guidelines and standards on NTDs. Participating in international working groups and professional meetings related to NTDs. Participating in professional continuing education, skills training and USAID training activities, as appropriate to SOW. Preparing and submitting papers to professional journals and meetings related to NTDs in collaboration with the NTD Team. International travel approximately 30%. Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Advisors own interests. REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE: Masters degree in public health. Medical degree and/or PhD desired. Demonstrated experience in senior level health policy dialogue. Strong interpersonal, oral and written communication skills. Ability to work under pressure and in teams. Ability to travel internationally. US Citizenship or US Permanent Residency required. In addition to the above, the position requires the following at each level: Technical Advisor III Minimum ten (10) years combined experience in infectious disease research or clinical management, including at least five (5) years experience in NTDs, with at least three (3) to five (5) years experience in resource challenged settings. Technical Advisor IV Minimum fifteen (15) years progressively responsible experience in infectious disease research or clinical management with a strong track record of professional achievements, including at least five (5) years experience in NTDs, with at least five (5) years experience in resource challenged settings.
