God decides. There is no judge. No bribes No payoffs. No threats. Only God, and it is based on whether the person only wants to destroy or is willing to change and to serve others in any way he or she can. People who murdered wont necessarily go to hell, but you have to work off the wrong you did by taking care of others or the environment or animals or plants. We earn points by doing good and lose them by doing bad.
