Good news. Howard County flood planning efforts translate into savings for residents as FEMA upgrades Howard Countys level in the Community Rating System (CRS). FEMAs upgrade recognizes the countys improvement in four areas: Open space preservation floodplain management planning flood protection information map information service. Because of the upgrade 132 County homeowners who live in federally recognized flood plains are eligible for an additional 5% discount on flood insurance premiums- saving an average of $200 annually.
