Governor Signs SB 1053, Landmark Legislation to Expand Birth Control Access In a huge victory for women’s health, on September 25th Governor Jerry Brown signed SB 1053, the Contraceptive Coverage Equity Act, into law. SB 1053 guarantees that all women in California who are insured can access the FDA-approved birth control method of their choice without restrictions, delays or co-pays. “With Governor Brown’s signature, the promise of comprehensive and consistent contraceptive coverage without cost-sharing or restrictions will become reality for California women,” said Julie Rabinovitz, President and CEO of California Family Health Council.
