Great Selectmans meeting last night. I will try my best to begin posting brief notes on discussions on the agenda items here. If you have questions, please ask me and if I dont have the answers I will point you in the right direction. Bob Markel gave a presentation on the tax recap sheet projections. The accountant and Bob are working with the DOR and they are ready to schedule a meeting for further discussion on details. State Aid did in facat go down in FY15 as in previous years it has not. Free cash will not be used any longer to balance the budget and currently it is not in the revenue projections as this has been discussed repeatedly over the last budget. The sheet will not be posted publicly as it is subject to change, however, if you would like a copy please call the Selectman Office and one will be provided to you. The site work for the land being given by the state for the new elementary school is in the 7 million range and the building committee voted to pause for this moment and request the BOS reissue RFP for land to see what is out there. The site work is not reimbursable. The BOS voted to do so. It was decided to form an Economic Development Committee of 3 and a request for letters of intent will be posted on the town website. The Animal Control Agreement with Winchendon is put on hold at this time as more research is needed due to the recent development of the poor conditions found with a vet in Winchendon as Animal Control was involved previously and also to view the conditions of where the animals are kept when picked up by the control officer. Special Town Meeting will be held on November 5, 2014 at 7pm. It will be discussed at the September 8 BOS meeting dates to open and close the warrant. Letter from Attorney General regarding Open Meeting Law complaint filed by Daniel Keeney stated there was not a violation. The Zoning Board of Appeals appointment was given for 3 years and not 5 until clarification of time frame is found. I had read somewhere (now I have to find it) that the maximum term for appointments is 3 years. Will reappoint for longer term if needed. The Personnel Policy has been reviewed completely and now I just have to make changes in Word document and send to Bob Markel for distribution and discussion at a later meeting. Trick or Treating will be on October 31st from 5-7pm. Chief Bennett came before the BOS to discuss parking ticket fines assessments and how low we are compared to the surrounding towns. At this time we requested a sheet of the fines from the past year and have taken it under advisement to be discussed at a future BOS meeting. Chief Bennett also discussed the impact of the closing of the Templeton Developmental Center on our town police resources and the plan going forward. It was decided to discuss at the Dept Head meeting on Wednesday morning and also for the Emergency Planning to post for a meeting to go over cost/personnel/resources impact to be brought before the BOS at the September 8th meeting. A letter will be sent to the appropriate state department and to our representatives. The BOS had an executive session at the end of the meeting and only reconvened to adjourn.
