AFP to hand-over Internal Peace and Security Efforts responsibility in Guimaras CAMP PERALTA, Jamindan, Capiz – The Armed Forces of the Philippines through the Army’s 3rd Infantry “Spearhead” Division will hand-over the responsibility over the Internal Peace and Security Efforts in Guimaras to the Provincial Peace and Order Council (PPOC) on Wednesday October 29 in Jordan, Guimaras. The Army’s 301st Infantry “Bayanihan” Brigade under the command of Colonel Eric Uchida will facilitate the signing of a joint Memorandum of Agreement (MOA). “Guimaras province was declared as insurgency-free province six years ago and the peace and security situation continue to improve as manifested by the absence of violent incident attributed to the CPP-NPA. It further boosted the socio-economic, agro-industrial and infrastructure development activities in the province,” Col. Uchida said. It can be recalled that Guimaras was declared as insurgency-free province in 2008 through a joint resolution entered into by the Guimaras Provincial Government, the 3rd Infantry Division, Philippine Army and the Police Regional Office 6, PNP. Since then, the peace and order councils, from the province down to the barangay levels are effectively working, functioning and operational in the entire province. It is a manifestation that the people of Guimaras genuinely desire to move their province towards development. Through a Provincial Resolution No. 2 signed on September 10, 2014, the Guimaras PPOC unanimously accepted the responsibility over the IPSO. With the hand-over of the Internal Peace and Security Efforts, the lead role in maintaining internal peace and security will be upon the Guimaras PPOC. The AFP, together with the PNP and the peace-loving people of Guimaras will continue to work together in the spirit of “Bayanihan” to preserve and further enhance the peace and security situation in order to sustain the socio-economic progress of the province. Meanwhile, the uninterrupted peace and security situation in Guimaras has paved the way for the entry of investors and boost the healthy tourism atmosphere in the province that likewise contributed to the regional stability in Western Visayas. Major General Rey Leonardo Guerrero, 3ID Commander has ensured that the Army here in Western Visayas is strongly committed in accomplishing its mission to establish peaceful and secure environment conducive to sustainable regional economic development. “Let us continue to foster “Bayanihan” and collaborate in our efforts to end the insurgency for peace and development to thrive in the region,” Guerrero added. The joint MOA will be signed by the Governor and Chairman of the Guimaras Provincial Peace and Order Council, Hon. Samuel Gumarin; Chief Superintendent Josephus Angan, Regional Director of the Police Regional Office 6 and Major General Rey Leonardo Guerrero, Commander of Army’s 3rd Infantry Division. Also expected to witness the signing are Lt. Gen. John Bonafos, Vice Chief of Staff, AFP; Lt. Gen. Nicanor Vivar, Commander of Central Command; Colonel Eric Uchida, Commander of 301st Brigade; PSSUPT Ricardo Dela Paz, Guimaras PNP Provincial Director; Hon. Vicente De Asis, Vice Governor of Guimaras; Roy Defeno, DILG, Guimaras Provincial Director; Most Reverend Angel Lagdameo, Archbishop of Jaro and Msgr. Mario Enarsao, Bishop of Guimaras.
