Having been behind the Iron Curtain and seeing first hand the devastation of communism....this just looks too familar. Actually it is worse! I do not know how they can get out of this with a 47% illiteracy rate. Getting new private investment after reorganization would seem pretty dim, and more spending by the government just continues the same. It is just horrifying and this is not the only city/state with similar problems. When will people learn, as long as we have an ineffective education system and an overly bloated welfare system, this will continue to be the direction of this country. Heart breaking!
