Here is the history of Index Hill taken from one of my books. Jim Sebastian was county judge in 1921. Roads were being built with partial state aid--each county was to pay part of expense of roads built through their county---he wanted a road built from Index at the train depot to West Liberty--it would become part of State highway # 40 or Garrett Highway. Fiscal court didnt get a bid they liked and built the road themselves in the Spring of 21. A Mr. Walker was engineer F. H. Yancy was construction engineer. Road opened August 26, 1921. Floyd Arnett drove from West Liberty in his Baby Grand Chevrolet in 9 min. Avg 20 mph. Dr. H. V. Nickell owner Ford agency beat Arnett by 2 min. Avg 25 mph. Editor of the LVC , Mr Hovermale called them Speed Maniacs !!
