Heres something we picked up on from the newly released audit guidance from the Traffic Commissioners. Restricted licence holders do not require a qualified person. However, they do need to have suitable arrangements such that the transport activities are appropriately managed and controlled and this will frequently mean someone in the business undertaking a transport supervisor role very similar to that set out for transport managers.
