History Claveria School of Arts and Trades was established by virtue of Republic Act 3678 which was approved on July 16, 1966 through the persevering efforts of the then Congressman of the Second District of Cagayan, the Hon. Benjamin T. Ligot. Envisioned to selflessly provide the educational needs of the town’s young people, the school carried out its first operation on August 4, 1967 under the Bureau of Vocational Education. It started with 23 first year male students with Mr. Romulo Ruiz as the principal and Mr. Antero Bariuan as the lone teacher. That time, the school occupied the old Community Center owned by the Claveria Lion’s Club – the place where the Rural Health Unit of Claveria stands today. During its first four years of operation, its enrolment was sluggish because, that time, CSAT was surrounded by two big private schools, the Academy of Saint Joseph and the defunct Claveria Institute. In 1973, however, the school opened its Girls Trades Curriculum. A rapid increase on its population was considerably noted that time. This prompted the school administration to work on the purchase of a four-hectare school site. (That site is where CSAT stands today with all her radiance.) Straight away, the students together with the teachers labored tremendously on the clearing of the site. Not long after, the two school buildings were constructed – the Related Subjects Building with five classrooms and the Boys Trades Building 1. In 1972, the stewardship of CSAT was passed on to the late Mr. Melchor Cabalza. It was on this time that the school transferred to its new site although the buildings were just roughly done. Two years later, Mr. Tomas Ratum came over to assume the highest position in the school. Truly committed to serve, his first year of administration disclosed remarkable developments. The construction of the school buildings was given priority to accommodate the growing number of CSAT students. The acquisition of school facilities and equipment was likewise given utmost attention to effectively carry out the school’s mission-vision. And to cater the professional growth of the faculty and staff, they were regularly sent to various trainings and seminars to make them even more competent in the discharge of their functions. Year 1977 marked another milestone in the history of CSAT. This time, the school opened a Two-Year Trade Technical Education Curriculum – a post secondary school program. This was the result of the missionary zeal of Mr. Tomas Ratum who worked out for it while on study grant, thus, adding another page in the history of CSAT. The following year saw the appointment of a new principal – the late Mr. Primitivo Mendoza, Jr. With the strong foundation laid down by the previous administrators, he continued on the struggle for school development. He initiated various projects and reforms such as the procurement of other school facilities, implementation of physical development programs, upgrading of instruction and faculty enhancement to benefit the school’s clienteles of quality and relevant education. He was, indeed, a blessing to eleven teachers for working, at once, on their promotions in 1981 with ten others who were recipients of scholarship grants at the Technological University of the Philippines, Marikina Institute of Science and Technology, and University of the Philippines. Like an eagle, he never stopped in initiating educational reforms which put CSAT in a new horizon. Ten years after, the key of leadership was handed down to Mr. Antero Bariuan. As a witness on how CSAT metamorphosed through the years, he continued to effect essential improvements. Physical facilities development and maintenance of the school’s favorable reputation especially in academics, technical-vocational skills and athletic competitions not in Cagayan but in the entire Region 02 were his concerns. Then came Mr. Ernesto D. Abrincia, Jr., a down to earth school administrator. Aimed to infuse greater heights to CSAT, multitudes of developments were undertaken with evidence of his contribution to the physical development of the school, development of classroom instruction especially on the use of computer in teaching, professional growth of teachers for giving them the chance to attend trainings and seminars that sharpened their teaching capabilities, among others. Mr. Abrincia may have wished to stay longer in CSAT but his immigration to the United States paved the way for his early retirement. He then decided to bow down from the service last November 16, 2007 that made the coming of a performing school administrator to the Claveria School of Arts and Trades possible- Mr. Diosdado A. Dalit who was known for his strong drive for responsibility and persistence in the pursuit of goals. An “emerging school” after two or three years of assuming the highest seat in the school was his dream for CSAT. “A flourishing tech-voc school in northwestern Cagayan” was his ultimate vision for the school. As a school administrator who led by precepts and example, he immediately started to work out on his plan with the support extended by every teacher and personnel of the school including the students, the parents and other education stakeholders. He started with the physical enhancement of the school through the Brigada Eskwela, then, campaigned on the proper waste disposal, then the renovation of school buildings, particularly the Boys Trades Building 1 and initiated the procurement of tools and equipment needed for the different course offerings of the school. The addition of Electronics Technology to the list of the course offerings of CSAT was also his initiative. He likewise targeted to improve the ratings of students in the National Achievement Test and improve the performance and standing of the school in academic and technical-vocational competitions – that with everyone’s significant contribution, these plans have been realized. In a nutshell, he left no stone unturned. During his term, CSAT is a tale of victory. Its victory box never ceases to be filled with laudations and success stories. Due to the retirement f Mr. Dalit in 2010, Mrs. Teresa V. Realin, MAPEH department head, was designated as the officer-in-charge of the school. Not long after, Jerry M. Castillejo, Ph.D. was sent by the Division Office to assume the highest seat in the school. Both of them continued to work with utmost dedication knowing that CSAT has a noble duty to fulfil. At present, the school is manned by Constante Y. Ines, Ph.D., Principal III. Like in the past, there may be some sceptics who would attempt to ruin the efficient management and handling of the school. But strengthened by time and seasoned by experiences, the school will never allow itself to get wretched. Its bricks will never be left broken; they will be reinforced instead every passing of the day, forming bigger and better structures. For CSAT, every activity it aims to undertake is nothing but an uphill climb towards the top.
