How frustrating to do it the nice way. Just arm the merchant ships heavier, and let the Merchant Marines do the job themselves like in WW1 and WW2. Then, add private security tax reliefs for Merchant ships to afford more Private Security specialist to blow these turds out of the water, and also proceed with the preferred legal ways with the U.S. Navy as the deterrent it is.
