I figured out how to fix the 60fps youtube buffer/lag bug for google chrome users. WRITE THIS DOWN go to settings, then go to the bottom and click advanced settings, then uncheck the Use hardware acceleration when available box under the system section, restart google chrome and test it out on a video that supports 60fps. your dropped frames percentage should drop to 55 instead of like a million. it should stop youtube from needing to load your hardware and raid the power from your bandwidth, causing less buffer. it works really well for me.
