I go to love those home banking services that disable an account after too many failed login attempt, and to re-enable them the procedure is offline and quite complex (sometime the user need to show up in person at the bank, or mail in a printed form, etc). The username is something quite obvious, so if you want to piss off someone that has an account in such bank you can disable their account as many times as you want, even on a daily basis. How silly is that?
