I have spent several years in the erstwhile Hill Development Department of UP Government which was a precursor of the present day State of Uttarakhand. Later on I remained associated with the creation of Uttaranchal as Addl. Resident Commissioner of Uttar Pradesh.Prior to that I have been P.S. to Honble Satpal Maharaj who was M.O.S in the Union Council of Ministers in the year 1996 for a few years. With this background I can venture to say that the Congress made a grave mistake to change Sri Vijay Bahuguna as C.M. of Uttarakhand and bringing in Sri Harish Rawat in his place ignoring the practice of consensus. Only a grave provocation prompted Sri Satpal Maharaj to say goodbye to Congress which is different from other cases of change of a Party.Unlike others he did not seek ticket to contest Lok Sabha polls. Sri Vijay Bahuguna is right in saying that the Party should have taken note of the concerns of Sri Satpal Maharaj to let him remain in the fold of Congress.
