West Virginia House of Delegates Concurrent Resolution #51 was my proposal, to authorize a Legislative Interim Study of the impact of federal laws upon the sovereign rights of West Virginia, in regard to the 10th Amendment of our Federal Constitution. The 10th Amendment of the United States Constitution provides that "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People.". This study now has been added to the list of issues that will be studied and reported upon in the joint meetings of House of Delegates and Senate Finance committees, in the interim period between now and the beginning of the 2014 Legislative session. Legislative interim study committees will be meeting once a month. Please share this message with others. Delegate Larry D.
