I just want to say that I agree with everyone that we need to do something about the traffic conditions in our city. That being said, I would also like to explain to everyone why I voted against the approval of the Perimeter Boundary Ordinance (PBO). First, I stand by what I have continually been saying, Iloilo City has a lot of good ordinances. Our problem is implementation. We cannot say for a fact that the now previous "Car Pass" system does not work. Why? because it was not implemented properly and so, it failed. Changing it does not address the issue. What makes this any different? Second, Iloilo City has always had a productive symbiotic relationship with our neighboring municipalities. There is roughly 100,000 transient population increase in Iloilo City everyday and these people greatly contribute to the continued growth of our great city. They will have to wake up earlier to get to school or work, pay an additional fare to transfer to their 2nd or up to 3rd ride, money that they could save. And also, there might be an increase on basic food items, since the city is not a major producer of vegetables, fruits, poultry, beef and pork. Third, because I have heard the concerns of the people who came to my office, the people who come up to me in public and our job, I believe, is not only to look after the people who reside and vote in Iloilo city but to EVERYONE who contributes to the continued economic growth of our great city. "I congratulate Kgwd. Nava for the passage of the PBO. I may have opposed it but I hope that this will serve the greater good." * The time for debate is over, it is time to work together.
