Absent the recent tawdry example of Alan Hevesi, the real problems of corruption and misrepresentation of public will and priorities lie elsewhere, in the very domains that crafted this deal: Another contentious issue in negotiations was whether, and how, to change New York’s lax campaign fund-raising laws. In his original budget proposal, Mr. Cuomo proposed setting up a system of public financing for state political campaigns modeled after the one used in New York City, where small donations are matched with public funds. But Republicans, who share control of the State Senate with a group of independent Democrats, had opposed the idea, calling it a poor use of state money. The budget legislation released shortly before midnight contained a much narrower proposal. The state would set up a public financing system for one office, state comptroller.
