The question is what would be the best plan? I like the idea behind South Carolina Rep. Mick Mulvaney’s H.J. Res. 108: passage of this measure would call for a constitutional amendment limiting the time a Member of the U.S. House or Senate can serve to a maximum 12 years per chamber. That’s two terms for a U.S. Senator, six terms for a U.S Representative.
