IN SOLIDARITY WITH THE ENTIRE NATION MOURNING THE MASSIVE LOSS OF LIVES DUE TO THE IMPACTS OF SUPERTYPHOON YOLANDA, and by the powers vested in me as Governor, I hereby order that flags be raised and flown in HALF MAST in public and private institutions in the entire province, esp in all public and private schools in all levels and all offices of barangays, municipalities, cities, provincial and national government offices, from November 11 until November 30 [inclusive period]. This collective act of Albay province provides every citizen especially our youth and our elected leaders a common point of reflection on our commitment to disaster risk reduction and climate change adaptation. It is also a symbol of our collective will to humble ourselves before Almighty God to seek His protection for the 179 man Team Albay we have dispatched to the affected provinces of Leyte and Samar as well as His enduring solicititude for the welfare of our people. This executive order is based on the declaration of policy of the RA 8491 of 1998, to wit, to manifest the natl virtues and to inculcate in the minds and hearts of our people a just pride in their native land and fitting respect and affection for the natl flag which embodies natl ideals (and tradition] and which expresses the principles of [sovereignty] and natl solidarity. In honor of natl fallen firefigthers memorial service. Let copies of this order be disseminated to the entire province through the broadcast media, widespread sharing in social media, as well as memoranda copy-furnished via fax and delivery. So ordered.
