If the head doesnt want to get out of his air conditioned office because its hot outside, I dont think he can resolve the traffic problem. He needs to physically see the different places and areas where vehicle traffic is congested and also see where there are medium to no traffic build up so he will know how to utilize his personnel properly. He design or residing personnel assignment based on the need per vehicle volume and congestions per area or location. Lets wait and see if he will get up and out of his comfortable leather chair and office to personally inspect the traffic situation in Metro Manila.... Abangan Ang susunod na kabanata... Today, traffic unmanageable, tomorrow lack of budget, the next day ano kaya? Haisssst.
