If your child has never entered a school the authorities never check home educated children or their education but if your child has been registered in a school the authorities have a duty of care to keep a check on your childs education. My child popped into school for a while when I was unwell and had spent time in hospital, my child decided to go back to home education when I was well enough to home educate again and so now the authorities check on our home education because my child was registered in the local school for 5 months. Personally I prefer the authorities check the work done once a year because 1\ we receive reports of the work done and 2\ It stops discrimination from outsiders. We now have evidence of the outstanding work we do at home from the authorities. Some Friends, family and outsiders dont understand home ed and think your doing something wrong or your not a good parent. Our reports stop the judgemental remarks and discrimination. We have excellent reports of the work done :)
