In Cali, Colombia, working with senior decision makers from more than 10 countries of Latin America, one gets the scale and scope of informal land markets in cities of this continent. But the rich set of legal and land management instruments available and being used by local governments in so many places to address the problem gives hope for more equitable and sustainable urban development in the near future. In Bogota, it is the legacy marked in buildinds and spaces that strike the eyes.
