In Indian Country we have always been concerned about the lack of consultation from the United States. This was a concern of the tribes during the General Allotment Act. The U. S. felt they knew what was best. (Best for private interests anyway) During my lifetime tribes have complained about the lack of consultation. Today there is a lack of consultation by the United States with the 500+ tribes and 300,000 landowners. The BIA drafted new regulations to streamline the right of way process. The streamlining of the process is very attractive to the pipeline and electrical transmission companies, not the Indian landowners. The past process by the BIA was to notify tribes and allow comment nationwide prior to publication in the Federal Register. The draft Right of way regulations were published in the Federal Register and the BIA held two four hour meetings in the field. For the BIA that was adequate consultation. BIA needs to understand that most people dont read the Federal Register. I dont believe BIA wanted tribes and landowners to comment on these regulations. - When BIA processes a fee to trust transaction BIA regulations require a notice in the local newspaper so that non-Indians, city and county officials are aware of what is going on. BIA knows this is necessary because people do not read the Federal Register. Why cant our trustee do the same for Indian Country? Is our Trustee on the other side of the table with the pipeline companies? PLEASE SHARE and sign our petition. Just go to the page below and sign. These regulation take away your land rights. They do not protect your land from contamination and do not help to maximize your income on your property. Recently several in individual landowners lost their land to condemnation in Montana for a few dollars. Where was our trustee? They were busy writing regulations to Streamline the Process gopetition/petitions/bia-right-of-way-regulations/signatures.html
