In assessing the near future of cannabis in California, it is important to consider the coordinated efforts of groups like the League of California Cities, the California Narcotics Officers Association, and others in maintaining a law enforcement-centered approach to cannabis regulation. One such group is the Regional Council of Rural Counties (RCRC), whose Shasta County representative is Supervisor Les Baugh, who has championed a cultivation ban for several years now (Baugh voted against the 2011 ordinance because it fell short of a ban).
