In the following days I will be starting a petition to Mr. Schatz about the ongoing campus rape debate. It will suggest a piece of legislation. Currently, I am working on wording, ironing out holes in law, and listening to critics. Please read and comment your opinions. Dear Senator Schatz, My name is Michael Burton and I have been a supporter of you these past few years. With election season heating up, politicians are eager to vote for bills and in theory, wont stick too much partisan crap on them. Which is why I feel it is the perfect time to propose the following bill: For every student reportedly raped on a campus, the College (which the incident happened on and enrolls the victim) must pay a fee (say $10000*) to a government organization which then distributes it as financial aid. If any college tries to coverup a case or not report it, the college must face a staggering penalty (say 100k*+)** This would solve the rape problem on campus because colleges in which 10% of the enrollment is costing them 10k will quickly run out of money. Colleges will no longer put up with students who are notorious for these kinds of actions, even if it costs them a star football player. They will also be extra careful with security and invest significantly more money into prevention because it would make financial sense. Furthermore, it would solve the financial aid problem and allow more people from lower income families to get a college education. I believe now would be the ideal time to propose this bill because similar bills already have bipartisan support. Not mention, Congressmen who vote against it or try to attach their agenda onto it will spur countless attacks adds. This bill can be written many different ways however there are three key points to make it work. The amount must be enough to provide a strong deterrent for colleges There must be no need for proof beyond say, a medical examiner saying she was probably raped as individual incidents are almost impossible to prove The money must not go to the victim in order to prevent bogus claims. *All the numbers are debatable and 10k was made up on the spot without any research. ** this may also be included with current bills being passed Lets get some smart people involved: Daniel Kimoto Daniel Oshiro Joey W Brown Ronny Macmaster Sean Motogawa Chad Kon Brad Shimizu Ansleigh Seaver Tony Traughber
