They share a common responsibility…to address crime and violence for the welfare not only of the Navajo people, but all who live or reside within the Navajo Nation…Indian nations cannot rely on others to address the problems…The Navajo Nation courts have primary jurisdiction to deal with criminal offenses and they must be free to exercise that jurisdiction.” Means v.
