Indicator Transaction 3 2. to increase public awareness We have organised 3 major public events with the media involved and the biggest media success of the National Conference of Gender and Property with the President and the US and German Ambassador and it had very strong visibility. The second event was the European Cadaster Conference for the National Day of Geodesy which was not as much a media event but as it was Sunday we were widely in media and radio with the event as well. We had as well the media results with one large article in KH on gender and the 2 testimonial with the Swiss Ambassador and the Mayor of Gjakova. Furthermore our project director was in morning TV. As well with the help of the Agency for Gender Equality the PER MIRE TONE TV spot was launched in the media on RTV during October. 3. increase the visibility of the issue with the leadership of Kosovo and Given the fact this was mainly a phase dominate by the crisis to form a new government we managed to included a number of high profile personalities into our events and hopefully managed to raise the profile of the European Cadaster reform agenda with them. We were honored by the President of the Republic, The Mayor of Pristina twice, the Mayor of Gjakova, and the coordinator of property rights of the OPM and a number of CEOs of Agencies like KCA, AIS and the Ministry of Finance both the tax agency and the property tax department. 4. the international community We had the US Ambassador, the German Ambassador, the Norwegian Ambassador and the Swiss Ambassador speaking at the events as well as the Deputy Ambassador of OSCE and we engaged as much as possible all international projects and partners active in the sector. 5. to engage the MCO in a permanent dialogue on how to do things better... We invited the MCO to the European Cadaster Tour in July and to the European Municipalities Event in November and to the ZELS visit to Skopje in December and engaged them in training and communication of European cadaster as much as possible to make sure there is permanent reform discussion on how things should be done and done better in the cadaster in Kosovo and we managed to be a strong topic all time from June to December in all MCO. We did over 20 single day training both on gender and geodesy and we led the debate on European cadaster in all forums possible. 6. Lobby the KCA to release data on parcels borders Based on the result of the European Cadaster Tour we asked the KCA to release more data on the Geoportal of Kosovo and far from claiming LMK is the only driver of change Prof Meha released the data as it is foreseen on the NSDI legislation still pending in the Parliament of Kosovo. it is worth a look and LMK applauded it publicly on many occasion as a historic first in Kosovo to have all parcel borders and number released online for everybody and LMK hopes this will motivate a lot of people to look and to to see what is wrong and the work to improve it and this might be the strongest driver to have more transactions in the cadaster. give the people the right to know and allow them to see online and make it easy to understand if the information is correct or not and so they are motivated to come to the MCO and request improvement of their land data. 7. lobby the KCA to release the ownership data The the final crown of all would be to release the ownership data of all property in Kosovo like it is in Macedonia online on AREC portal. LMK has asked this a lot of times in public and Prof Meha has rejected it. We never found the legal basis to prohibit it as he claims but he rejected it never the less and it is a pity. Both for the rule of law, for property rights and for more transaction in the Kataster the land ownership transparency of the KCA and Geoportal would be really very helpful and LMK strongly advocated in cooperation with KSA the online access and this would be objective for 2015. A transparent and European kataster for Kosovo as the firm fundament for security, stability and prosperity.
