Infra Thrust For FFC Bhubaneswar : 21/September/2013 Chief Secretary Jugal Kishore Mohapatra while outlining the broad areas for formulation of projects and schemes to seek State specific grants from Fourteenth Finance Commission (FFC) advised the Secretaries of various departments to focus on non-plan areas for which generally plan funding is low or inadequate. Mr.Mahapatra was presiding over a high level Core Committee Meeting held in Secretariat conference hall today morning wherein Additional chief Secretary Finance U N Behera laid down the preliminary project proposals submitted by various departments to be recommended for grants under FFC. Development Commissioner Injeti Srinivas, Additional Chief Secretary Revenue & Disaster Management Taradatt, Principal Secretary Forest & Environment Raj Kumar Sharma, Principal Secretary Home Vipin Kumar Saxena, Principal Secretary Water Resource Suresh Chandra Mohapatra, Principal Secretary Works, Nalinikant Pradhan, Secretary Panchayati Raj Deoranjan Kumar Singh along with other secretaries and senior officers participated in discussions. Discussions in the meeting reveal that a core committee has been constituted to identify areas in which specific intervention is required from FFC during the period from 2015-16 to 2019-20. Reviewing the preliminary project proposals submitted by various departments Chief Secretary has advised them to focus on infrastructural areas for which plan funding is inadequate. The broad areas identified in the meeting include infrastructural constructions for Judicial Administration, Police and Fire Services, health infrastructure, ICDS infrastructure (more particularly constructions of AWC buildings), School Infrastructure( prioritizing MDM service infrastructure). Other areas are piped water supply, promotion of bio-diversity, eco-restoration, eco-tourism, heritage conservation, strengthening of revenue administration, preservation and development of wetlands, critical gaps in ST & SC development projects, development of embankment roads and projects to check coastal erosion. Chief Secretary has also advised to prepare infrastructural projects for human resource development, training institutes, wild animal research and training institute and projects for river front development. The departments have been advised to avoid proposals involving establishment cost, land acquisition charges, vehicle and contingency expenditure. Sources say, various departments have suggested around 125 preliminary project proposals involving the cost of around Rs.15,000 cr. Chief Secretary has directed the departments seeking grant under FFC to revise the projects and suggest the final list of proposals within 15 days. Secretaries of respective departments have been advised to look in to the formulation of the project proposals at their level.
