Instruction Permits Moped—there is no instruction permit available for a moped. Motorcycle—you must be at least 16 years of age, have a valid Oregon driver license, pass the motorcycle knowledge test and a vision test, and pay the $23.50 permit fee. You must carry both your driver license and instruction permit when operating a motorcycle. A motorcycle instruction permit is valid for one year. The permit allows you to learn how to safely operate a motorcycle on public streets and highways. You should learn balance and control of the motorcycle off the street. Restrictions on a motorcycle instruction permit: • Must be accompanied by, and under the supervision and visual observation of, a rider on a separate motorcycle who is at least 21 years of age and who has a valid driver license with a motorcycle endorsement; • Operation only during daylight hours; • No passengers; and • Must wear an approved helmet. Endorsements Moped—no endorsement needed. You may operate a moped with any class of driver license or a moped-restricted Class C license. If you are riding a bike that has an independent power source and can go over 30 mph on level ground, unassisted, you must have a motorcycle endorsement.
