It is in the integrated rural development approach, in which agriculture is the predominant activity, that the battle for long-term economic development and employment creation will be won in Kisumu County. The County Government and County Assembly of Kisumu should, as a matter of priority, put forth a comprehensive agriculture and employment based strategy with a minimum of three basic complementary elements: (1) Accelerated output growth through technological, institutional, and price incentive changes designed to raise productivity of small farmers in the rural parts of a Kisumu County; ( 2) Rising domestic demand for agricultural output derived from an employment oriented integrated strategic urban development (ISUD) Plan for the City of Kisumu, including satellite urbani zing centers like Katito, Ahero, Muhoroni, Rabuor, Kidian, Kiboswa, Mamboleo, Maseno, Holo and Kombewa; (3) Diversified, non-agricultural labour intensive rural development activities that directly and indirectly support and are supported by the farming community in the rural parts of Kisumu County. Agriculture and rural development should therefore be the sine qua non of the overall County Integrated Development Plan (CIDP), without which, industrial growth either would be stultified or, if it succeeds, would worsen the severe internal imbalances in the economy of the County, hence the current problems of widespread poverty, inequality, and unemployment would become even more pronounced.
