It seems to me that the basis for LVT (and other commons rental incomes) distribution via Citizens Dividend should be common law not statute. The basis of commons rental is the same as common law, ie just compensation, and so rents should be lawfully distributed as compensation to everyone in the jurisdiction irrespective of politics. This income stream could then be taxed for government as a flat tax. Other taxes are political, ie not based on compensation but interest groups, ethical or ideological considerations, and so should continue to be based on statute law. Could this even be a backdoor way of implementing LVT and CD by taking it to court?
