Its is heartening to see out defense forces, paramilitary personnels and team of NDRF rescuing people from Jammu and Kashmir.. now they are getting accolades even from those who till yesterday threw stones at them... Thats besides the point.. the moot question is why civil administration just collapses in the event of any calamity or disaster irrespective of its magnitude..and this is the reality of all the state administrations in india.. The Srinagar disaster was predicted way back in 2010 the state administration did nothing..in uttarakhand the Doppler radar system was never bought even though it was recommended? In Bhuj the first person to go on leave was District Magistrate. He just vanished only to report back after 72 hours!! In the present deluge in jammu, the only bridge to develop cracks is the one built by Omar..others are standing tall!! But as it happens always and everywhere, I am happy to see RSS the only social organization, involved in rescue operations even in Kashmir and Jammu.
