Job – The World Bank Position: Impact Evaluation Field Coordinator – Karachi The World Bank is seeking a qualified applicant for the position of Impact Evaluation Field Coordinator to assist in the evaluation of the Womenx Entrepreneurship Program in Karachi, Pakistan. The program focuses on supporting growth potential women entrepreneurs via the provision of high quality business education, mentoring and networking. The objective of the program is to support the growth of women-led enterprises, and to create an enabling entrepreneurship ecosystem for women. The Field Coordinator will be based in Karachi, Pakistan. This position is expected to start in November 20th 2014 and last until June 30 2015. Required Qualifications: § Bachelor’s degree or higher in statistics, economics or public policy; master’s degree or higher preferred § Excellent management and organizational skills § Able to manage high-level relationships with partner organizations § Strong quantitative skills and familiarity with impact evaluation methods such as propensity score matching or other statistical concepts such as linear regression, outlier checking, instrumental variables or t-tests of comparison of means. § Strong knowledge of Stata § Excellent communication and writing skills in English. Desired Qualifications: § Familiarity with randomized controlled trial § Familiarity with entrepreneurship and gender issues § Past experience conducting and implementing surveys Background: We seek a qualified applicant for the position of Impact Evaluation Field Coordinator to assist in the evaluation of a women entrepreneurship support program in Karachi, Pakistan. The program focuses on supporting growth potential women entrepreneurs in the city of Karachi via the provision of high quality business education, mentoring and networking. The objective of the program is to support women enterprises growth, and creating an enabling female entrepreneurship ecosystem. The program in collaboration with the Pakistan Poverty Alleviation Fund (PPAF) is funded by the World Bank, and it is implemented by Enclude and the Institute of Business Administration (IBA) in Karachi. Description of tasks: The Field Coordinator plays a vital role in ensuring that this impact evaluation proceeds smoothly and plays a crucial role in supporting both the intervention and data collection. The Field coordinator will serve as the point of contact between the evaluation team (lead by Xavier Cirera at the World Bank), the implementing agency (Endclude and IBA); as well as between the evaluation team and the company hired for data collection. The consultant duty is to ensure that the research design is adhered to, serve as an independent verifier of data collection, and facilitate the logistics of the impact evaluation. The consultant will be based in Karachi, Pakistan and will work under direct supervision of the impact evaluation Principal Investigator (PI). The consultant will prepare regular progress reports to her/his supervisors, communicate on an ongoing basis and provide day-to-day inputs for the tasks described below. The main tasks of the Field Coordinator will include, but not be limited to: § Providing weekly updates to the evaluation team of the implementation of the project, and verifying that the research design is being adhered to. § Serving as an independent monitor of data being collected from firms, and troubleshooting any problems with data collection that arise, drawing any issues to the attention of the evaluation team promptly. § Assist with the methodological design and implementation of the impact evaluation. § Doing basic data analysis to check the quality of the data collected, provide some summary information from it, and detect any errors entered. § Collect baseline data information from women participating in the program. § Conducting site visits and qualitative interviews of women participating in the project in order to draw insights for data collection and interpretation. § Assist in drafting a report on women entrepreneurs in Karachi based on the baseline data collected. § Other tasks and responsibilities as defined by the supervising team Reporting and supervision: The consultant will work under the overall supervision Xavier Cirera (evaluation lead) and Sarah Iqbal (project TTL). The consultant will prepare regular progress reports, communicate on an ongoing basis and provide day-to-day support on the tasks of the impact evaluation. The consultant will also closely coordinate with Enclude and IBA (implementing organizations).
