Kap Roy Vicilla buys backhoe, deploys it first to needy “Baghdad” relocation area BRGY. STO. NINO, PANABO CITY- It’s a felt need of the barangay at the time of erratic climate that Barangay Captain Roy Vicilla pushed for the acquisition of a mini-backhoe which serves many purposes and at the same time it can be an income-generating equipment to derive local income. The backhoe has just drained the watery and flood-prone “Baghdad”relocation area, which comprises 4 puroks and is home of 400 households by desilting the long 2-kilometer stretch of canal exiting to the coast of Barangay San Pedro. Baghdad’s over 1,000 residents heaved big sighs of relief to the intervention of Kapitan Roy and to his supportive barangay council. “With our backhoe, we manage to desilt the silted canals, make more and improve our drainages, solve the flooding problem of some parts in our barangay, and simultaneously, we are destroying breeding places of dengue mosquitoes,” he said. “Because it has a small dozer part, we can also maintain well our existing roads and make farm-to-market roads, make clearing and grubbing operations,” said the amiable punong barangay, who has still one last term for a running this October. The 3-cylinder backhoe just arrived last August. “When the backhoe has no work to make, it can be used by neighbouring barangays for a rent, and it can contribute to augment our local income.We will be making barangay ordinance for this,” he said. The barangay earns annually P6-million, of which P5 million is from IRA, and P1 million from local sources.It has a population of 14,000, of whom more than 6,000 are registered voters. The backhoe acquisition is visibly Kapitan Vicilla’s latest innovative intervention adding to his long list of accomplishments that developed the barangay during his two terms. His major accomplishments include the accessing of P9.7 million from Vice President Jejomar Binay, which went to the construction of a two-storey building for the San Vicente National High School, accessing of P2 million road concreting projects from City Mayor Jose Silvosa Sr at P1 million each per term, construction of bleachers for the barangay gym through the CDF of city councilors, and the mobilization and delivery of many social services aided by 2nd district Congressman Anton Lagdameo. He has recently trained barangay responders how to best respond to calamities and beefed up barangay functionaries from barangay health workers to barangay tanods and auxiliaries and volunteer community stakeholders to sustain barangay welfare programs, development, peace and order. Kapitan Vicilla is a multi-awardee punong barangay. In 2009, because of his many innovations and initiatives in barangay governance, Barangay San Vicente garnered the city’s Best Barangay in urban category. (Rural Urban News/Cha Monforte)
